Welcome to LeadingAge Missouri Advocacy Assist.  On this page, you will find information, materials and examples to help you assist our field’s advocacy efforts to close the

gap between what Missouri pays Medicaid service providers and the cost of providing patient care.


We encourage you to use the link on this page to identify and find your personal home and/or long-term care community’s Missouri 

State Senator and Representative.  We hope you communicate with your elected representatives (by email or letter or phone call) to increase Missouri’s SNF Medicaid reimbursement rate from this year’s $154 per patient day to $178 PPD – a rate the State knows represents the cost of a Medicaid bed based on cost reports

SNFs are required to file.


Materials and information found here will allow you to compose your own personalized handwritten note, card, letter or email – the most effective form of political grassroots advocacy.  Alternatively, we have provided a sample letter that can be copied, edite

d and mailed (address found on Legislator’s homepage), or that can be cut and pasted into an email (email address on Legislator’s homepage).  If all LeadingAge Missouri members and many more supporters of the senior living and health care field do this over the next several weeks, we will succeed in persuading Legislators to improve on Medicaid reimbursement rates for all Medicaid care providers and Missouri’s elderly and disabled Medicaid beneficiaries. Thank you for your assistance in making a difference for our field through Advocacy Assist.       


Find Your Legislator


It is more critical then ever that we reach out to the General Assembly to let them know the impact reductions and under-funding are having on seniors and persons with disabilities in this State.

The Budget process starts in Committees then moves to the respective House or Senate floor.  Critical decisions – like higher Medicaid rate reimbursement – are made in the House Budget Committee and Senate Appropriations Committee.  Rarely are decisions made in committee altered on the House and Senate floors.  Representatives and Senators generally vote committee-produced bills up or down with few or no amendments.  For this reason, winning improved Medicaid reimbursement in House and Senate committees is critical. 


Most influential to committee decisions are: House Budget Committee Chair Scott Fitizpatrick, Vice-Chair Justin Alferman and Appropriations Sub-Committee Chair David Wood and Senate Appropriations Committee Chair Dan Brown and Vice-Chair Dan Hegeman.  House and Senate Leadership are equally important to budget decisions – especially House Speaker Todd Richardson, Speaker Pro Tem Elijah Haahr, Majority Floor Leader Rob Vescovo, Senate President Pro Tem Ron Richard and Majority Floor Leader Mike Kehoe.  All other members of Leadership and of the House Budget and Senate Appropriations Committees are also important to budget decisions and processes.  If you are represented by a committee member or member of Leadership, please communicate with them about the importance of increasing Medicaid reimbursement rates for care providers.  Even if you are not represented by these members, communicating with them is important.  One efficient way to do this is to ask your personal home and work community elected representatives to support higher Medicaid reimbursement and to communicate that support to Leadership and members of the committees – then, copy Leadership and committee members on your personal member communication.
